On March 26, 2024, at the ATOMEXPO-2024 International Forum, Rosatom and the Republic of Udmurtia signed an agreement on cooperation within the framework of the investment project to create the first Russian large-capacity production of permanent rare-earth magnets in the city of Glazov, Udmurt Republic.
The document was signed by Yaroslav Semenov, Chairman of the Government of the Udmurt Republic, Natalia Nikipelova, President of TVEL JSC, Andrey Andrianov, General Director of Rusatom Metal Tech LLC, and Valentin Fetisov, Director of Elemash Magnet LLC.
The purpose of the agreement is to make the interaction official and record the intentions of the Government of the Udmurt Republic and enterprises of Rosatom State Corporation to build the first Russian plant for the production of permanent rare-earth magnets. The agreement provides for the necessary support of the project by the Udmurt Republic in cooperation with local and federal executive authorities and will also provide an opportunity for external financing of construction and infrastructure facilities created within the framework of the investment project implementation.
“Today we have determined the amount of investments to be allocated under the project. RUB 3.6 billion will have been allocated to the Republic by 2030. In turn, Udmurtia undertakes to build an industrial park in Glazov which will house the first Russian full-cycle plant for the production of permanent rare-earth magnets. It will also be able to accommodate other related industries,” Yaroslav Semyonov, Chairman of the Government of the Udmurt Republic, emphasized.
TVEL JSC and Rusatom Metal Tech LLC will assist Elemash Magnet LLC, which is the direct investor of the project, in conducting applied research and introducing modern advanced technologies into production, modernization and development of the production and technical base. The plans include the implementation of joint programs of professional training and retraining of the personnel for the implementation of the investment project, as well as the creation of at least 200 new jobs in the territory of the Udmurt Republic, which will have a significant multiplier effect from the implementation of the project.
“The agreement signed today makes it possible to unite the efforts of the enterprise, the management company, and the Udmurt Republic. For us it is a substantial contribution and support in creating a unique magnet manufacturing plant from scratch,” Valentin Fetisov, Director of Elemash Magnet LLC, said.
The agreement will result in the creation of a large-capacity full-cycle production of permanent rare-earth magnets for the needs of the wind power industry and other Russian industries.
“The goal of the project to create a large-capacity production facility for permanent rare-earth magnets is to provide high-tech domestic enterprises with a full and uninterrupted supply of high-quality magnetic products to meet the development objectives of the Russian wind power and machine-building industries, including the automotive industry. The project is included in Roadmap for the development of the high-tech area “Technologies of New Materials and Substances”. In addition to the project’s contribution to the development of the domestic wind power and electric propulsion industries (supply of permanent high-energy rare-earth magnets), its implementation will also give an impetus to the development of mining and processing projects in the field of rare and rare-earth metals, thus ensuring constant demand for a number of key rare-earth elements,” Andrey Andrianov, General Director of Rusatom Metal Tech LLC, said.

Since 2020, Rosatom has been engaged in phased localization of production of permanent rare-earth magnets of the neodymium-iron-boron system in the Fuel Company. The first REM magnets produced by Elemash Magnet LLC (part of Rosatom Fuel Company TVEL) were supplied to Rosatom’s wind power division, NovaWind JSC, to be used for power generators at the Karmalinovskaya Wind Farm in the Stavropol Krai.
Nowadays, Russia has all the necessary resources to create a chain of REM magnet production.
